The problem an agent solves
Weidian and Taobao are aimed at shoppers in China: the pages are in Chinese, payment is local and sellers deliver domestically. An agent stands in as the local buyer and then acts as your exporter.
Two payments
You pay once for the item and its delivery to the warehouse, and again for international shipping when the parcel is ready. Paying separately means you can reject an item before shipping costs anything.
How agents earn
Mainly through the exchange rate they apply and through shipping. That is why one listing shows different dollar prices from one agent to the next, even when the yuan price is identical.
